H.E. Ambassador Prof. Abdulsalam AlMadani

Roving Ambassador of the Parliamentary Assembly of the Mediterranean (PAM) for the GCC Region; Chairman of IECM

The global environment of emergency management is shifting by the minute. We are currently navigating a cycle of disasters that are both more frequent and more severe. These events aren’t happening in a vacuum; they are deeply interconnected.

Climate volatility, rapid urbanisation, and shifting geopolitics have forged a new risk profile that is pushing our global infrastructure and our international response frameworks to their absolute limits.

In this environment, our global stability depends on a single pivot: moving from reactive fixes to a genuine culture of preparedness.

It is against this backdrop that we convene the 17th edition of the International Emergency and Catastrophe Management (IECM) Conference and Exhibition. This is a significant moment for our community. We launched the IECM platform in 2004 based on the realisation that specialised disaster management was no longer a luxury; it was a necessity. Twenty-two years later, that original spark has become a global imperative. IECM has grown from a specialised regional gathering into the definitive international forum where policy and operational excellence meet.

Our theme for 2026 is “Future-Ready Action: Translating Innovation into Measurable Resilience.” This reflects our core priority for this edition. We are moving past the theoretical. Our focus is squarely on implementation. We want to see advancements that result in quantifiable improvements in public safety, infrastructure that can truly withstand the pressure of a crisis.

The logic behind this shift is backed by hard data. Research from the United Nations Office for Disaster Risk Reduction (UNDRR) and the World Bank is clear: every $1 invested in disaster risk reduction today can save up to $15 in future recovery costs. This proves that resilience is far more than just a humanitarian goal. It is a fundamental economic necessity.

As leaders, our responsibility is clear. We must ensure that capital and resources are deployed where they have the most preventive impact.

IECM 2026 serves a vital purpose. It brings together the world’s foremost decision-makers and service providers to act as the essential link between high-level strategy and practical application. It represents our ongoing commitment to global security. This forum is designed to make resilience a reality on the ground and not just remain as an aspirational goal.

We are providing the sector with the framework needed to protect lives. We are working to build a world equipped to overcome any and every humanitarian challenge.
